As a service provider of the previous TPM contracts and as an accredited TPM-CSO partner of DILG XI, Kasilak Development Foundation, Inc., represented by its Executive Director, EnP. Jobe C. Tubigon, participated in the 2-day Orientation of the Third Party Monitoring (TPM) Manual/Tools/Guidelines on July 28-29, 2025 at Madison 101 Hotel, Quezon City.

The activity was aimed at orienting the CSOs (i.e. TPM service providers) on the manual or standardized tools and guidelines in the conduct of TPM for CY 2025. These include discussions on the TPM conceptual framework, fiduciary principles, CSO roles, CSO selection, TPM structures, protocols, key forms and ethical guidance Highlighted in the sessions are the TPM guiding principles of independence and objectivity, transparency and public accessibility, accountability and compliance, evidence-based assessment, efficiency and responsiveness, stakeholder participation, and sustainability and long-term impact.

TPM is a mechanism/tool used by the DILG and other line agencies to monitor their projects employing/commissioning the services and expertise of the CSOs as Third Party Monitors/Evaluators. These included projects funded under the Local Government Support Fund (LGSF) such as the Support to Barangay Development Program (SBDP), Financial Assistance to Local Government Units (FALGU), CMGP, GEF, etc. For 2025, about 60 completed projects funded under LGSF will be monitored using TPM and DILG XI will commission Kasilak to do the Third Party Monitoring for the said projects in Region 11.

Aside from Kasilak, other CSOs participated in the TPM Manual Orientation include MINCODE and Gawad Kalinga Institute which other regional offices of the DILG will also commission them to do the TPM in their respective regions.

The activity was facilitated by the Office of the Project Development Services (OPDS) of the Department of the Interior and Local Government (DILG) and also participated by the focal persons of the Project Development and Management Units (PDMU) of the regional offices of the DILG.
