August 21, 2025, Asuncion, Davao del Norte. Earlier this afternoon, Kasilak Development Foundation, Inc. (rep. by its Executive Director, EnP. Jobe C. Tubigon) inked partnership agreement (Inter-Local Agency Partnership (ILAP) Agreement) with MLGU Asuncion (rep. by Mayor Atty. Rosario Dayaday), 60th Infantry Battalion (rep. by its Battalion Commander, LTC Jovily Carmel DF Cabading, INF (GSC) PA), 1001st Infantry Brigade (rep. by its Deputy Brigade Commander, LTC Harold Arganosa GCS (INF), PA), and 534th Engineer Construction Battalion (rep. by its Commanding Officer, LTC Ruel Lagunero CE (GSC), PA. The ILAP signing was witnessed by BPI Foundation, Inc. represented by Ms. Joy Reniva, Associate Director, Ms. Melanie Magbuhos, Program Manager, and Ms. Patricia Ongkiko, Program Manager.

Establishment and operationalization of the Bagsakan Center is one of the major components of the FARMER project supported by BPI Foundation. With the Bagsakan Center, farmers (farmers’ associations) will now have the opportunity to directly display their produce to the Bagsakan Center without middlemen. This initiative complements with the agri-enterprise priority programs of the LGU and the community support program (CSP) of the Philippine Army for local economic development and sustained peace and security in the area.
As a partnership/collaborative project, MLGU Asuncion will provide a site/land and land development counterpart for the Bagsakan Center. Kasilak will take care of the procurement and delivery of the construction materials on site. The 534th Engineering Battalion will take of the basic design, POW, cost estimates and the actual construction with their own personnel as part of their labor counterpart. The 60th IB and 1001st IBde will provide security for the 534th ECB personnel.
